Under REACH, Chemical Safety Assessments are usually required as part of registration dossiers for substance >10 tonnes per year. The purpose of the Chemical Safety Assessment is to demonstrate Safe Use or Strict Control through the lifecycle of a substance.
Fundamentally, a Chemical Safety Assessment is an iterative process, where hazard and exposure data are compared and refined until management measures can be demonstrated as being sufficiently adequate. The final version of a Chemical Safety Assessment is documented as a Chemical Safety Report. An overview of the process is shown in Figure 1.

The communication requirements are based on any necessary information added to a Safety Data Sheet, such as an Exposure Scenario.
As a first step to preparing a Chemical Safety Assessment, it is appropriate to perform a scoping study. This enables clients to assess the amount of work required to complete the registration dossier including a complete Chemical Safety Assessment.
The scoping Chemical Safety Assessment can enable the identification of further test data points needed to complete a registration dossier:
- Physchem data
- Toxicological endpoints
- Ecotoxicological endpoints
- Environmental fate data
- Exposure data (modelled and/or measured)
A scoping Chemical Safety Assessment therefore establishes the basic framework to complete the interpretation of existing data and collection of further data (if appropriate) for the purpose of REACH Registration. The scoping Chemical Safety Assessment lays the foundation for the final Chemical Safety Report.
